A Message from Our CEO

Each year around this time, we take a moment to reflect on our work and the progress we’ve made. We assess our approach to serving the community, celebrate what has been successful, and collaborate to identify opportunities for growth and improvement in the year ahead.

Vision for Children at Risk (VCR) continues to be deeply committed to centering the voices and perspectives of the community, ensuring that our work is guided by genuine representation. We approach our mission through collaboration, viewing community members as equal partners, united in addressing challenges and advocating for racial equity through grassroots initiatives. Our team, including leadership, mirrors the diversity of the communities we serve, with many members sharing lived experiences that resonate with the families we support. Programs such as our Cafés and the community-driven Parent Advisory Councils empower families and community members to actively shape the services we offer. Cafés provide a welcoming space where families can share their stories, offer feedback to service providers, and influence the direction of our services. The Parent Advisory Council helps strengthen advocacy skills, offering families a platform to amplify their voices.

VCR continues to lead in various collaborative efforts, including the System of Care Council, LIFT-MO, and the STLCANN Collaborative, all dedicated to promoting well-being and prevention. Highlights from 2024 include a public awareness campaign aimed at reducing the stigma around mental health and connecting individuals with critical services. Another major initiative was LIFT-MO, a partnership with DSS and the Family and Community Trust, which supports families receiving TANF through a peer support model. Our team also stays engaged in ongoing conversations with community members, listening to their evolving needs and building trust over time. This grassroots engagement ensures that our services remain relevant and responsive to the specific challenges families in St. Louis face.

As we look forward to another year, we stay focused on progress and extend our sincere gratitude to the partners, parents, and providers who make our work possible.

Our Year in Review: 2023 Annual Report

A Message from Our Chief Executive Officer

Over the past three decades, VCR has been committed to the well-being of children, families, and the communities in which they live. We believe that child well-being does not and cannot happen in isolation of family well-being. That is why the VCR team continues to walk alongside families, creating safe spaces where they can come together to focus on growing their parenting skills and building leadership capacity. We value our parents and community members as essential partners in our work. As we begin the new year, we reaffirm our commitment to them, and to the children for whom this organization was built so many years ago.

One of the highlights of 2023 was the development of our new interactive Children Data Center! Our vision for the Children’s Data Center grew from our ongoing production of the Children of Metropolitan St. Louis (CMSL) Data Book, which features over 40 indicators of child well-being at the zip code level. The community can now access all that important data via the interactive website and run reports based on their need. We are continuing to take additional steps both with the CMSL and the Children’s Data Center to integrate stories of lived experiences from the people we serve, as we believe that lived experiences are key sources of meaningful data and must be incorporated and given equal consideration to traditional quantitative data when making data-driven recommendations and policy decisions.

In another memorable highlight of this very busy year, VCR hosted and celebrated the eighth annual Stepping Up for Kids event, during which we honored resource families, frontline staff, and community partners who have and are making a difference in the lives of children and families in our region. Each of our honorees represent going the extra mile to create a better future for children through their dedicated efforts, finding hope amidst the challenges and celebrating the uniqueness of every child. Additionally, we honored and celebrated two leaders that have served the St. Louis region for many years: Ms. Annett House and Mr. Tim Decker. What made the event even more special was having Judge Darrel Missey as the keynote speaker for the event. Read their inspiring stories here.

We look forward to another year of partnership and progress, and express our sincere gratitude to all the partners, parents, and providers, who make our work possible.

STEPPING UP FOR KIDS 2023

What a heartfelt, beautiful celebration we had at our Stepping Up for Kids event! Thank you to all of our sponsors and honorees, you truly have gone the extra mile stepping up for children and families!

We kicked off the event with guest speaker Judge Darrell Missey, Director of the Children’s Division, State of Missouri. Our honorees have dedicated their lives for children and included the people listed below. Read their full bios here.

RESOURCE FAMILIES

Rebecca and Tom Kadlez have welcomed 42 children and teens into their home throughout the past 6 years, meeting children where they are and providing unconditional care.

Courtney and Alicia Wren work diligently to meet the needs of kids while also working hard to build relationships with birth parents. They speak with and about birth parents with the gentleness and love so many need.

The Late, Charles A. Shelton showed utmost dedication and compassion to the St. Louis community. He was a true pillar in the community and took in over 250 children into his home. He is sincerely missed.

FRONTLINE STAFF

Jennifer Deaton is a passionate advocate for young people in foster care. She is a guiding light and a listening ear in the lives of many and shows unwavering commitment to youth.

Qwannie Spears is her team’s cheerleader, spokesperson, counselor, friend, role model, and natural leader. She dedicates herself to the youth she works with, advocates for children and their families, and puts in the extra effort to be there for every child and family.

Tonya Williams supports resource families and is responsible for recruiting foster, adoptive, and respite providers. She doesn’t stop with her responsibilities though, she goes above and beyond to support children and families.

COMMUNITY PARTNERS

Maria Childress, or “Mama Maria” is famous among New American families in St. Louis. Families trust that she has their back and is an invaluable ally with family after family. She brings healing and joy to those around her.

Michael Daugherty, Sr. has been paving the way for those behind him through his work as a Union Carpenter and as “Coach Mike” in his many roles of supporting young people in both the classroom and sports. Coach Mike walks the walk.

RICH PATTON CHAMPION FOR CHILDREN AWARDEES 

Annette House is a retired Regional Director from the Missouri Dept. of Social Services, Children’s Division. She worked in the field of child welfare for 36 years and used her expertise to actively engage in the work and encourage collaboration, and continues to as a consultant. Her work has truly focused on protecting Missouri’s children, families, and the child welfare workforce.

Tim Decker has used his work to fuel change. He has impacted the lives of children and youth through his work with the Annie E. Casey Foundation, as Director of DYS Division, Director of the Children’s Division, and more. In each of his roles, he has led transformative change efforts.

At Community Cafés: We address issues raised by the community; We create a safe space for community members & stakeholders to talk; We learn and grow together; and WE TAKE ACTION TOGETHER.

Our current café focused on improving the child protection system has been instrumental in launching our recent race equity work, guiding our public awareness campaign, and working to reduce discrepancies in how providers and families understand child protection services. Vision for Children at Risk requests the successful bidder will provide professional services to develop a strategic plan and implement multimedia campaigns targeted at identified communities and the general public. Information that is shared will reduce discrepancies in defining child abuse and neglect between caregivers, community members, government agencies and community service providers, and also focus on reducing stigma of mental health. We hope for a multimedia campaign that reaches St. Louis City and St. Louis County communities, across socio-economic statuses, underserved communities and communities of color and all sexual orientations, gender identities and expression. We would like to educate the public about protective factors and evidence-based approaches to prevent child abuse and neglect and the importance of mental health to overall wellbeing of children and families.

A Message from Our Chief Executive Officer

As we reflect on the achievements of our organization in the year 2022, we hold space for both joy and grief. In this incredibly challenging year, Vision for Children at Risk and our community lost Rich Patton, VCR’s visionary leader for over 25 years. The 12th edition of the Children of Metropolitan St. Louis: A Data Book for the Community (CMSL) was dedicated to this true legend in the field. Mr. Patton and the founding board of our organization have used decades of data to reveal the inequities facing our community. From the first days of VCR’s work, Mr. Patton led the effort to focus on and build race equity, a vision and mission that has grown stronger as the years go by. Always remembering the start our founders and late leader gave us, we push on with renewed clarity and determination.

Every year, the CMSL Data Book highlights over 40 indicators of child well-being. In recognition that quantitative data can only go so far in representing the triumphs and challenges of a community, we have taken additional steps to integrate stories of lived experiences from the people we serve. We believe that lived experiences are key sources of meaningful data, and must be incorporated and given equal consideration to traditional quantitative data when making data-driven recommendations and policy decisions.

This year, VCR also partnered with Race Forward to focus on the Building Race Equity training, as well as to better understand how institutional and structural racial inequities are grounded in history and ongoing practice. This training was offered to VCR’s staff, board members, and parent and community partners. We all operate within the context of systemic racism, and this training aimed to offer insight on the awareness and decision-making strategies needed to combat the effects of these systems.

In another memorable highlight of this very busy year, VCR also hosted and celebrated the seventh annual Stepping Up for Children event, during which we honored many of the people who are making a difference in the lives of children and families in our region. Each of our honorees actively creates a better future for children through their dedicated efforts, finding hope amidst the challenges and celebrating the uniqueness of every child.

The VCR team continues to walk alongside families, creating safe spaces where they can come together to focus on parenting skills, building leadership capacity, and advocating together.
